Prachanda VS Obama

We Nepali people have been listening "Change, revolution" like words for couple of decades pretty much all the time by all the leaders. Not only the maoists but by Madhesi Janadhikar Forum to Brutal criminal groups around the map of Nepal are using the word "Change" sometimes to attract people and sometimes to fulfill their ill-thinking. Every group that is created, every party that is formed is claiming they are for the people and for the society. Their violent and forceful activities are for short term to take out the people from the ditch of corruption, inequality, poverty and so on. Today going through American Presidential election to the inaguration programme of Barrack Obama, I am asking many questions to myself "What really change mean" ?

Breaking the long history of White presidency in this most powerful country in the world, Obama became 44th President of Unites States of America defeating John Mccain, an american Hero. What brought him here, how he get here is a long debate and a subject of study for researchers but one thing is clear that the word "change" meant a lot in the longest election campaign in the american history. Obama showed his qualitiy of intelligent, determination to solve the problems America facing on this time, his patience to react in every issues, his ability to address the people's expectation, keep up the American Dream in the time when people are suffering from falling American Economy. Even after the civil war that lasted from 1961 to 1965, 15th amendment in American Constitution in 1970 states that anyone cannot be prohibited to vote by gender, race, color, previous condition of servitude or because of failing pay any taxes, black people in America were not feeling that this is their country. They were still feeling that they are discriminated and left behind though the constitution termed every citizens as equal. With Obama's move to the white house, they have started feeling that "America Belongs To Them Too". Without any bloodbath, without any trouble to the people, with ballet and help of enthuisiastic people for change, Obama created history in United States by becoming 44th President.

It may be ridiculous to compare Nepalese and American politics but in this compact world many issues are same within these two countries. Barrack Obama elected as 44th president of USA with the slogan of "Change" and "Yes We Can" where Maoists in Nepal won many seats in Constitutional Assembly with the slogan of "Republic" and "New Nepal". Being people of most powerful country in the world, Americans were suffering from job loss, health problems, energy crisis and much more in Bush's administration. Bush was record low 22% in approval ratings in American presidents except Richar Nixon and Obama is taking his job with high 78% approval rating. Likewise though there is no rating system in Nepal, while Maoists came to power people's expectations and hopes were high and they were much more relaxed that the country would go in new direction solving severe problems the country is facing. As the Americans were tired of "Same old politics" working for rich, Nepalese people also tired of same old things happening after every movements or after every change in government. As the American hope that Obama would show his charisma to bring them together as United, nepalese people were spellbound by the word "Miracle" by Prachana or Puspa Kamal Dahal.

It is yet to see how Obama gonna change the american politics and keep up the American Dream, we have seen some signs in Prachanda's works. Obama never forgets to admit that this country was made by ancestors and wants to rebuild the nation with unity in the base of past while Prachanda never realizes the sacrifice made by our people in the past to handover the one nation even in bad condition. Good leader is that who makes the country thinking that he is there to change because nobody did. Bad leaders blame other people to make excuse that he cannot do anything because of his own weakness. Obama wants to fight with status quo and lead the nation but our prime minister says"If we fail because of status quo, our country will fail". While Prachanda came to power he was kind of strength and his voice was powerful but these days he seems like tired of all the consequences and the prachanda path followed by every group and parties all over the country.

Change doesn't mean change in uniform, change in the car you drive, change the room where you sleep or change the place where you work. Change means change the system, change the behavior, change the trend of things happening now. Obama ordered to shut down the Guantanamo Bay Prison as soon as he took oath of office. I am sure he is gonna change many things in Washington without blaming anybody and making every American United. But Prachanda showing that the change means change in uniform, change in his bedroom and change in his vehicles and no real change is in the scene of Nepali politics and old system. Our prime minister stated in his document presented in his party that Nepali congress is the main enemy of the nation and development. I think there is no enemy of New Nepal if you follow the path of co-existence and co-operation. In such situation, it is really impossible to work together. If everyone is not united and don't work together, "New Nepal will not only be a day dream but also will be a disaster to Nepal when new intra-party conflict begins". Lets hope our leaders will understand the importance of reconciliation in our country of multi-parties. With all weakness and mistakes, we still want Prachanda lead the nation because we don't see any other good alternative in horizon of Nepal's politics who can bring the country out of the ditch of violence and chaos.

I would like to xpress my best wishes of prosperity, good health and peace of mind on this holy occasion of Happy New Year 2009. Your problems be solved, your desires be fulfilled and your dreams come true while entering to new days of new year of 2009.

It is time to revise and see what we did last year. It is time to realise our mistakes of last year and correct them on time. It is time to enter in a new dawn forgetting some of our sorrows of past. It is time to strengthen the relationship between each person, community, society, countries and religions. We fought much more than we need. We blamed each other much more than we had to. We killed much more people than we thought that would bring peace in the society. We spread hatred everywhere in the name of religion, province, country and else. So it is time to stop all these.

Lets revise last year's hatred and correct them this year. I think tomorrow's world is more unsecured because of blindness of religion. Nobody please don't think your religion is better than others, you are superior than others and you are more important than everyone else. Evey religion in exists in earth have same faith of humanity. Only the selfish and extemist mean that in their own way and killing people on the name of terrorism and JEHAD. They are totalitarian. Both has to correct themselves. Now every country is suffering from internal and external conflict. It has to come to a halt.

Imagine how many lives we lost last year, how many are living wounded and disabled. Lets remember the days of Beijing Olympic. How nice was that time when almost every country participated in the games of Olympic. Isn't it nice to meet eachother in the time when everyone is against everybody. Sports brought us together for at least two and half weeks. Let us remember our good not bad. Lets increase brotherhood not hate. Lets save people not kill. Lets respect every religion and country instead of seeing it is danger for your existence. Don't think wiping out any country from the map. Your extremist thinking will kill many people but you will be killed too. Nobody is safe if everybody is not safe.

Twin Brother In His Stomach

India resident Sanju Bhagat always had bit larger stomach, but he got extremely worried when it suddenly started growing bigger and bigger. Thirty year old Sanju Bhagat was rushed to hospital and his stomach condition was diagnosed as an stomach tumor. To a doctor's surprise it was something extremely different and very unusual. From the birth Sanju had his twin brother living inside of him like a parasite. This phenomenon is extremely rare since parasite twin brother has to survive by leaching on its brother’s blood supply. This bizarre medical conditions is called fetus in fetu and it occurs when a fetus gets trapped inside of its twin. बर्ष उनको ५६ । नाम हरेराम । दुई छोरा, एक छोरी र ४ नाती नातिनाका हजुरबुवा हुन् उनी । छोराहरु मध्य जेठो कलेज मा प्रध्यापक, माहिलो बिदेशतिर र कान्छो डिग्री गर्दै छ कलेजमा । जेठाको बिहे भईसक्यो अनी माइलाको पनि । कान्छोको बिहे नभएपनी चलन अनुसार गर्ल फ्रेण्ड फेरी फेरी हिड्छ महिनै पिच्छे । माइलाको परिवारै बिदेश पलायन भईसके । बेला बेलामा अलिकती पैसा र अक्कल झुक्कल फोनको घण्टी माइलाको अस्तित्व हो । जेठाका छोरा छोरी ठुल्ठुला भईसके । हरेराम शर्माकी श्रीमती अली रोगी छिन् । उनलाई धम्की बाथको रोग छ । औषधी बार्है मास टुटाउनु हुँदैन । एकदिन औषधी छुट्यो कि स्या स्या सुरु हुन थालीहाल्छ । चिसो पानी पनि उनको प्राण लेला जस्तो हुन्छ । यस्तोमा श्रीमतीको स्याहार सुसार गरेर बस्दैछन् ॠषिराम । घरमा बुढाबुढी बाहेक कोही छैन । बुढो घरमा बुढाबुढी दिनहरु काट्दै छन् ।

१६।१७ बर्षको हुँदा उस्लाई झिल्के भन्थे गाउमा । भर्खरै बैसले मनमत्त भएको थियो हरेराम । सर्लक्क परेको जिउ थियो उसको । गाउ घरको भैंसीको सुद्ध घिउले तन्दुरुस्त थियो । धोएर चिटिक्क परेका लुगा, छाते टोपी र गम्बुट लगाएर हिड्दा उस्लाई मान्छे हरुले हेरी रहन्थे । "कस्तो राम्रो झिल्के देखिएको हरेराम तिमी ?" प्रतिकृया सबैको त्यही हुन्थ्यो । स्कुलमा पनि उसको राम्रै स्थान थियो । पढाईमा राम्रो विद्यार्थीमा पर्दथ्यो । कहिले पहिलो कहिले दोश्रो भईरहन्थ्यो । पढाईमा राम्रै र व्यबहारमा चन्चले स्वभावको थियो । बुवा आमाले अती माया गर्ने भएकोले घरमा पनि पुल्पुलिएको थियो उ । घरमा काम नगरि हल्लिदै हिंड्नु, गाउमा पात बजाउदै तलमाथी गर्नु, बिदाको दिन गाई चराउन जङगल जानु अनी बिहे जस्ता जमघटमा खुलेर नाच्नु उसको जीवनका अरु क्षणहरु हुन् । वास्तवमा उसको जीवन बिन्दास रुपमा बितिरहेको थियो । तर भने जस्तो कहाँ हुन्छ र ? उसका बुवा उ १८ बर्षकै हुँदा छोडेर भिरबाट खसेर मृत्‍यु बरण गरे । हरेराम घरको माइलो छोरो हो । उसका दाजु भारतमा जागिर गर्थे । घरमा आफु भन्दा सानो भाई र बिधवा आमाको दयनिय अवस्थाले गर्दा उस्लाई ठुलो झट्का लाग्यो । दाजु बिदेश भएकोले घरको मुली उही बन्नु पर्ने भयो । हिसाब किताब र घर व्यबहार पनि उसैको टाउकोमा आइलाग्यो । उसमा रहेका अशिमित चाहना र आकाङ्क्ष्या हरुमा अचानक इमर्जेन्सी ब्रेक लाग्यो । उसलाई जिम्मेबारिको भारीले थिच्यो । उसमा रहेको अल्लारेपन र रमाइलो गर्नुपर्ने बानी परिवर्तन भयो । घरमा आमालाई सघाउदै एस.एल.सी पास गर्‍यो । एस.एल.सी मा पनि प्रथम श्रेणीमा पास भयो हरेराम । उच्च शिक्षा हासिल गरेर देश र समाजको सेवा गर्ने उसको सपना थियो । आखिर त्यो उसको चाहना मात्र पनि त थिएन ? अधिकार पनि त थियो । पढाईमा राम्रो गरेको र धेरै पढेर देश र समाजलाई केही दिन चाहने उसको इक्ष्या नाजायज पनि त थिएन । तर उसको त्यो सपना पुरा हुन सकेन । उसङगै पढ्ने रिता पनि प्रथम श्रेणिमा पास भई अनी पढ्न शहरतिर लाग्ने भई । लभ गर्ने जमाना नभए पनि मन्मनै उनिहरु एक अर्कालाई औधी मन पराउथे । आँखा आँखाको ईशारामा कुरा गर्थे । एक अर्कालाई माया गरेको भन्न नसके पनि दुबैलाई थाहा थियो कि उनिहरु एक अर्का बिना बाँच्न सक्दैनन भनेर । तर समयले उनिहरुलाई छुट्टाउने नै भयो । रिता शहर पसी । हरेराम गाउकै स्कुलमा आस्थायी शिक्षकमा भर्ती भयो ।

अब आमालाई बुहारी चाहियो । रिताले पढेर फर्के पछी बिहे गर्ने भनेको सम्झ्यो अनी उ सँग बिताएका क्षणहरु ताजा बनेर आए । तर परिस्थिती उसको काबु बाहिर थियो । न त रिता सँग भर्खरै बिहे गर्न सम्भव थियो न त कुर्न नै । आमा अली कम्जोर हुनुहुन्थ्यो । दाईको परिवार पुरै ईन्डिया भएकोले उस्ले नै अब आमा र सानो भाईको हेरचाह गर्नुपर्ने भयो । घरमा केही छैन भने पनि प्रसस्तै काम हुन्छ । गाई भैंसी र खेत बारीको काम साथै घरमा पकाउने र ख्वाउने काम पनि महाभारतै हुन्छ । रितालाई अन्तिम पत्र लेख्यो । जवाफमा अझै केही बर्ष बिहे गर्न नसक्ने रिताको पत्र प्राप्त गर्‍यो । अनी गाउकै एक केटी सँग उस्को मागी बिहे भयो । आमा र परिवारको लागि मृत्‍यु पर्यन्त सँगै हुने कसम खाएको माया सँग बिछोड भयो । अरुको लागि उस्ले आफ्नो खुशी र मायाको बली चढायो । आफ्नो भबिस्य सँग जोडीएको पढाईको बली दिएको केही महिनामै उसले आफ्नो मन परेको जीवन साथी गुमायो । वास्तवमा उस्ले आफ्नो अन्तरआत्मालाई र आफ्नो खुशी लाई परिवारको लागि सम्पूर्ण रुपमा समर्पण गर्‍यो । घरको काम अनी स्कुलको काम गर्दै आफ्नो जीवनमा थुप्रै सम्झौताहरु गर्दै जिन्दगी घिसार्दै लग्यो ।

दिन बिते, बर्ष बिते अनी दशक बिते । छोरा छोरी जन्मे हुर्के अनी बढे । त्यही बिचमा आमा परलोक लागिन् । ४ केटा केटी र सिमित पैत्रिक सम्पत्ती अनी जागिरको थोरै आम्दानीको सहारामा हरेरामको जीवन यात्रा एनकेन अगाडि बढी रह्यो । आफु पढ्न नपाएपनी आफ्ना सन्तानहरुले त्यस्तो नियती भोग्नु नपरोस् भन्ने उसको चाहना थियो । उनिहरुको भबिस्य पढाईमा निर्भर छ र चाहे जती पढाउनु पर्छ भन्ने भन्ने उसको मान्यता हो । रिण, धन र अथक परिस्रम गरेर छोरा छोरीलाई गाउको शिक्षा पुरा गराइ शहर पनि पठाए । भन्ने हो भने हरेरामले आफ्नो लागि जिन्दगी कहिल्यै पनि बचेँनन् । आफ्नो लागि कहिल्यै पनि सोचेनन् । खुशी र मनोरन्जनले उन्को जीवनमा कहिल्यै पनि पाइला टेकेन । कहिले बुवा आमा, कहिले दाजु भाई र कहिले छोरा छोरी र श्रीमतीको लागि आफ्ना इक्ष्या र चाहनाहरुको बलीदान गर्दा गर्दै उसको जिन्दगी बित्यो । राम्रो लगाउने, मिठो खाने र रमाइलो गर्ने उस्को पनि त धोको थियो । आफ्नो जिम्मेबारी निर्बाह गर्दा गर्दै उसले आफ्ना ति चाहनाहरु कहिल्यै पनि पुरा गर्न सकेन । त्यसैले उस्ले ठान्छ उस्को जीवन अपुरो छ । अधुरो छ । उस्लाई नयाँ जिन्दगी जिउन मन लाग्छ । तर अब त्यो सम्भब छैन । बुढेसकाल्मा त केही बोले पनि उल्टो सुन्छन् सबै जना । राम्रो लगाए पनि नकारात्मक रुपमा हेर्छन् दुनियाँले । अब जीवनको कुनै रङग छैन । जीवनको कुनै उमङग छैन । हरेराम सराप्छन् आफ्नो बिगत र बर्तमान लाई । उनी सँगै पढ्ने साथीहरुको बर्तमान र बिगत मनोरन्जन र आनन्दले भरिएको छ । तर उनको ??????

अहिले हरेराम छोराछोरी र परिवारको जिम्मेबारीबाट मुक्त भएको छ । खाली कान्छो छोराको बिहे गर्न बाँकी छ । छोरीको पनि पोहोर साल बिहे भईसक्यो । घर परिवारमा त्यती असन्तोष छैन । सबै कुरा पुगेकै छ । तर पनि उस्लाई कहिले काही आफ्नो जिन्दगी अपुरो जस्तो लाग्छ । कहिले काही नुन नपुगेको तरकारी जस्तो, घाम बिनाको दिन जस्तो, हरियाली बिनाको बसन्त जस्तो, जुन बिनाको रात जस्तो लाग्छ । कतै केही नपुगेको महसुस हुन्छ । जिन्दगी भर आफ्ना चाहना र रहरहरुलाई बलेबेदिमा चढाउदै अर्कैको लागि बाच्नु परेको यथार्थले कहिले काही पोल्छ पनि उस्लाई । के आफ्नो जीवन जिउने अधिकार उस्लाई थिएन त ? के उसले जिन्दगी भर आफ्ना चाहना र इक्ष्या आकङ्क्ष्याको बली अर्काको लागिनै बली चढाउनु सही हो त ? यही प्रश्नले हरेराम लाई झक झकाइ रहन्छ हरपल । पछ्छाइ रहन्छ दिन रात । भित्र बाट श्रीमतीको आवाज आउछ । औषधी दिनुस् त । उनी कल्पनाको सागरबाट फेरी यथार्थमा आइपुग्छन् । अस्तु ।

निद्रा कुर्दाकुर्दै मनमा उठेका भावहरु

घडीले रातिको १२ बजेको जनाउ दियो । घण्टा र मिनटको सुइ एकै ठाउमा खप्टिएर बसेका छन् । आज शनिबार काम बाट अली छिटो फर्केको थिए सात बजेतिर । खाना पकाउने, खाने काम लग्भग १० बजे सिद्दिएपछी मेरो नित्यकर्म कम्प्युटरको प्रयोगमा लागे । समाचार, बिचार , गीत, संगीत, हास्य टेली सिरिएल, म्युजिक भिडियो, फोटो आदी हेर्दा हेर्दै १२ बज्न धेरै बेर लागे जस्तो लागेन । निमेश भरमै बज्यो । अब त सुत्नु पर्छ । सुसाङ्ख्य (कम्प्युटर) लाई बन्द (टर्न अफ ) गरे । कम्प्युटर बन्द गरे पनि मेरो मनको ढोका बन्द भएन । मेरो मनमा थुप्रै कुराहरु नाचिरहे । मेरो मनले केही क्षणमै ३६० डिग्री को चक्कर लगायो । कला, राजनीति, समाज र विश्वको बारेमा धेरै सोच्यो । निद्रा लाग्ने छाटै थिएन । निद्रा देवी शायद कतै भुले जस्तो लाग्यो । निद्रा देवीको अनुपस्थितिमा मैले मेरो मनलाई नियन्त्रण गर्न सकिन । यो बेलगाम उडिरह्यो, भौतारीइरह्यो । अस्ती मात्र हिल बर्ड स्कुलको बस दुर्घटनामा पर्‍यो । त्यस्मा सवार २३ जना कलीला विद्यार्थी र उर्बर शिक्षकले मृत्‍यु बरण गरे । सोचे कस्तो बिडम्बना ! बिहान बाइ बाइ भन्दै बिदा भएका ति अबोध बालक हरु एउटा जड्याहा ड्राइभरको सिकार बने र सधैंको लागि बाइ बाइ गर्दै भगवानका प्यारा बने । आँखाबाट दुई थोपा आशु कल्पनामा झरे । ति आसु ति म्रित आत्माहरुको सम्झनामा समर्पण गरे । आफ्ना भबिस्यका आशाका केन्द्रहरुको बिछोडमा भाव बिब्हल बनेका आफन्तहरुको नाममा पनि अर्को दुई थोपा आशु चढाए । रितेश र आशिसको हत्या भएको केही दिन बित्न नपाउदै र आफन्तहरु र सम्बेदनशील नेपालीहरुको आँखाको आशु नरोक्किदै फेरी आशुका भेल बगे । कस्तो नियती हाम्रो ? के हामी अब सधैं आफन्त र इस्टमित्रहरुको सम्झनामा आशु बगाइ रहनु पर्ने हो ? कही हत्या र कही दुर्घटनामा हामी आफन्त गुमाउदै रुदै गरी रहनु पर्ने हो ? मन भित्र यस्ता अनेकौ प्रश्न ओइरिए । तर मन भित्र पनि यस्को समाधान भेटाउन सकिन । निरास बन्दै निदाउन प्रयास गरी रहे ।

फेरी मन राजनिति तिर सोझियो । शान्ती मन्त्री जनार्दन शर्मा तराइका शशस्त्र समुह सँग बार्ता गर्दै छन् । कथित भाईरस किलर्स सँग त बार्ता पनि गरी सके । जनतान्त्रिक मुक्ती मोर्चा सँग बार्ता गर्दैछन् भन्ने हल्ला सुने, पढे । राम्रै लाग्यो । अब कतै शान्ती हुन्छ कि ? मनमा आशा जाग्यो । एक मधेस एक प्रदेश भनेर नारा उचाल्नेहरु त्यो असम्भव भएको किन महसुस गर्दैनन् ? नेपाल बिबिध भौगोलिक अवस्था, भिन्न भिन्न जातीको मिस्रित बसोबासले जातीको आधारमा संघ निर्माण गर्न सम्भब छैन भन्ने बुझेर पनि कथित स्वार्थ पुर्तिको लागि जनता झुक्याउन आफ्नै डम्फु बजाउन छोडेका छैनन् । पहाड, तराइ र हिमाल नेपालको पहिचान भन्ने भुलेर क्षत्रिय र जातिय राजनीति गर्दै देशलाई खाल्डोमा हाल्न बिदेशिको ईशारामा केही तराइका नेता भनाउदा हरु लागेका छन् । त्यो सम्झेर दिक्क लाग्यो । महन्थ ठाकुर जस्ता नेता समेत जातिय र छेत्रीय नारामा बहकिएको देखेर उदेक लाग्यो । खोइ कहिले सम्म लाग्छ यिनिहरुको घैटोमा घाम ? डर लाग्यो घैटोमा घाम लाग्नु भन्दा पहिले नै मेरो देश बर्बाद हुने हो कि ? बेलैमा बुझिदिए हुन्थ्यो । पशुपतिनाथले सबैलाई बुद्धी दिए हुन्थ्यो ।

निद्रा नलागेर तड्पिरहेको मनमा राजनीतिका कुराले अझै अधैर्य बनाउछ । दिमागमा सद्दामका जस्ता जुङ्गा भएका प्रचन्डको तस्बिर टुप्लुक्क आइपुग्छ । कृपया मेरो दिमागबाट हटिहाल्नुस् प्रचन्ड जि, आग्रह गर्छु तर उनी मान्दै मान्दैनन् । उनी जबर्जस्ती मेरो दिमाग वारीपरी आउछन् । सम्झन्छु केही समय अघी सम्म उनको कत्रो सान थियो । चमत्कारीक रुपमा सत्तामा आए पछी सुरु सुरुमा "चमत्कार" का निकै कुरा गर्थे उनी । म मात्र होइन अन्य धेरै मान्छेहरु प्रचन्डले केही गर्छ भन्थे । टाउकोको मुल्य तोकिएको माछे सरकार प्रमुख हुनु वास्तवमै चमत्कार थियो । सोझा र सरल अनी स्पस्टबादी प्रचन्ड वास्तवमा नेपाली जनताका आशा र भरोशाका अन्तिम केन्द्र थिए । बाख्रा चराउने गोठालो देखी जनयुद्दको नायक र देशकै सर्बसक्तिमान प्रधानमन्त्री सम्म हुँदा पनि प्रचन्डमा त्यो सरलता र जनता प्रतिको इमान्दारितामा कुनै कमी थिएन । कतिमा धेरै र कतिमा थोरै आशा अझै पनि बाँकी छ । तर दुई चार दिन यताका उनका अभिब्यक्ती त्यती आशाजनक रहेनन् । आफ्नै पार्टी भित्रकालाई ठेगान लगाउन हो वा कुन्नी किन उनी सत्ता छोड्ने र बिद्रोहमा उत्रिने जस्ता गैर जिम्मेवार भाषा प्रयोग गर्न थालेका छन् । सेना र प्रसासन अनी सम्पूर्ण डाडु पनियो आफ्नै हातमा हुँदा पनि अब को सँग र केका लागि बिद्रोह ? केही गर्न नसक्ने तर दोश चाँही अरुलाई दिने किन हो ? यो त अली भएन नि प्रचन्ड जि । बोल्दा बिचार पुर्‍याउनु पर्‍यो । गिरिजा बुढा पनी यती बर्बराउन्नन् ।

कोल्टे फेर्छु । निद्रा कतै छैन । फेरी अर्का नेताको चित्र दिमागमा आयो । भो यिनको बारेमा म सोच्दिन, बिर्सिन र बिषय बदल्न प्रयास गर्छु । तर त्यो लामो नाक, अग्लो शरीर र बुढो मान्छेको तस्बिरले मलाई गिज्याइरहन्छ । उनका हालैका आमसभामा बोलेका कुराले हासो उठाउछ । कांग्रेस जे भन्छ त्यो गर्छ, जे गर्छ त्यो भन्छ भनेर भनेको याद आउछ । साच्ची कांग्रेसले त्यसै गर्छ त ? २०४८ सालको निर्वाचन घोषणापत्र हेरौ त कांग्रेस ले के भनेको छ ? गास, बास र कपास सबै लाई पुर्याउने भनेको छ । बिपी कोइरालाको प्रजातान्त्रिक समाजवाद लागु गर्ने भनेको छ । सानो घर र एउटा लैनो भैंसी हरेक नेपाली सँग होस् भनी परीकल्पना गरेको छ । तर के गर्नु भयो गिरिजाबाबुले ? कांग्रेसले आफ्नो घोषणापत्र र आफ्नो आदर्श सिद्दान्तमा समाबेश गरेका तिनै कुरालाई पक्डेर माओवादीले २०५२ साल्मा जनयुद्द सुरु गरे । बहुदलकाल गिरिजाबाबुको प्रधानमन्त्री बन्ने धोको पुरा गर्ने ब्यबस्था भन्दा खासै केही भएन । खाली प्रचन्डले सहमती तोडे भन्दै बर्बराउदै हिड्छन् बुढा । सहमती के थियो अहिले सम्म कसैलाई थाहा छैन । गिरिजाबाबुलाई सधैं प्रधानमन्त्रीको पद दिए मात्र सहमती हुने नत्र नहुने कस्तो मापदण्ड हो ? म बाट हामीमा गिरिजा अझै पनि पुग्न सकेका छैनन् । प्रजातन्त्रको लागि कहिल्यै सम्झौता गर्दिन भन्छन् । अन्य पार्टी नेताहरुको त कुरै छोडौ पार्टीलाई पनि आफ्नै पेवा ठान्छन् यि बुढा । धेरै गाली नगरौ ईतिहासले नै मुल्याङ्कन गर्ला ।

अब त अत्ती भो । निदाउनै पर्छ । केही पनि सोच्दिन । खाली ॐ भन्छु । ॐ ॐ ॐ । दिमागमा रहेका सारा कुरा निकाल्न प्रयास गर्छु । ॐ नम सिवाय: ॐ नम सिवाय: ॐ नम सिवाय: निद्रा देवी टुप्लुक्क देखा पर्छिन् । बिस्तारै म निद्रा देवीको शरणमा पुग्छु ।

माओवादी सरकारका सय दिन

माओवादी सरकारका सय दिनऐतिहासिक संबिधान सभाको निर्वाचन पस्चात गिरिजा प्रसाद कोइरालाले राजीनामा दिएपछी गठित माओवादी सरकारको १०० दिने मधुमास समाप्त भयो । समर्थकहरु यस्लाई सफल र आलोचक र बिरोधीहरु असफल ठान्नु अस्वाभाबिक होइन । १०० दिनमा के गर्न सकिन्छ वा सकिदैन त्यो भन्नेलाई भन्दा गर्नेलाई थाहा हुने कुरा हो । कुन काम १०० दिनमा, कुन काम बर्ष दिन वा कुन काम अरु बढी समय लाग्छ सिध्याउन भन्ने सरकारमा बस्नेलाई नै थाहा हुन्छ । हामी बाहिरकाले त आफ्नो चाहना भन्ने न हो । त्यस माथि माओवादी सरकारबाट म जस्ता धेरै जनता धेरै आशा र भरोशा राखेका थिए र छन् अझै पनि । आलोचक र समर्थकको चस्मा फुकालेर आम नेपाली जनताको नजरबाट हेर्दा यो सय दिन केही ठाउँ बाहेक उत्साहजनक रहेन । मेरो हेराइमा १०० दिन केही गरेर देखाउने अबधी नभएपनी यस्ले लिने बाटो र कामको तरिकाले यस्को गन्तब्य ठम्याउन सकिन्छ । त्यस आधारमा हेर्दा प्रथम गणतान्त्रिक सरकार, क्रान्तिकारीले नत्रित्व गरेको सरकार र नयाँ मान्छेहरुको सरकार भनेर भन्न सकिने कुनै नयाँ कार्यक्रम र शैली देखिएन । खाली पुरानै सैलिमा भाषण, पुरानै सैलिमा बिदेश भ्रमण, पुरानै सैलिमा पदोन्नती र सरुवाका खेलहरु, पुरानै सैलिमा खाने ख्वाउने काम जारी रहे । नयाँ सरकार बन्दा उत्साहित बनेका नेपाली जनता फेरी जुन जोगी आए पनि कानै चिरेको भन्ने सोच्न थालिसके । यो आरोप होइन, जनतालाई सोधे प्रस्ट हुन्छ । १) शान्ती सुरक्षा: बिगत १३ बर्ष देखी सबभन्दा दुर्लभ बस्तु नेपालमा कुनै छ भने शान्ती सुरक्षा नै हो । खाध्यान्न र अती आबस्यक चिजहरुको अभाब र महङगी जती भए पनि नेपाली जनता चुप छन् । उनिहरुको माग शान्ती सुरक्षा नै हो पहिलो । २०५२ साल देखी माओवादी जनयुद्ध सुरु भएपछी गाउ हुँदै शहरसम्म खस्केको शान्ति सुरक्षा अहिले कहाली लाग्दो छ । माओवादीकै सिको गर्दै दर्जनौ हतियारधारी संगठनहरु खुले पछी देश रक्त कुण्डमा परीणत भएको छ । घरबाट निस्केको मान्छे बेलुकी घर आउने चान्स् फिफ्टी फिफ्टी छ । तराइमा मधेसिका संगठन र पहाड र शहर बजारमा वाइ सि एल र युथ फोर्सले उनिहरुको स्वतन्त्र रुपमा बाँच्न पाउने अधिकार हनन् गरेका छन् भने मौकाको फाईदा उठाउदै अन्य अपराधीहरुले नेपाललाई औधी मन पराएका छन् । काठमाडौंको रात्री जीवनलाई ब्यबस्थित गर्ने, रक्सी र चुरोट्को बिक्री बितरण र उपभोगलाई नियमित गर्ने र काठमाडौंका सडक पेटिलाई खुल्ला पार्ने काठमाडौं केन्द्रित केही राम्रा काम भए पनि अन्य शहर र जिल्लाहरुको हालत पहिले भन्दा खस्केको छ भन्दा फरक नपर्ला । बिगतमा सरकारको उपस्थिती सदरमुकाममा मात्र थियो जुन अहिले खासै फरक छैन । राजधानीमा पनि हत्या र अपहरण जारी छन् । हालै काठमाडौंका दुई किशोर आशिस र रितेशको निर्मम हत्या सरकारको लागि चुनौती मात्र होइन छ महिनामा शान्ती सुरक्षा कायम गर्छु भन्ने बाम्देबलाई कुरी कुरी हो । पुरै भत्केको शान्ती सुरक्षा र प्रहरी मनोबलबाट काम सुरु गरेपछी तुरुन्तै रातारात पूर्ण शान्तीको आशा गर्नु जायज नभएपनी सुधार र प्रगतिको लक्ष्यण स्पस्ट नहुँदा जनता निरास र आतङ्कित भएका छन् । त्यस माथि सत्तासिन दल्हरुकै भात्री संगठनहरु अराजक कृयाकलापमा सङ्लग्न भईदिदा सरकारको चाहना पुरा नहुने सङ्का उब्जेको छ । २) द्वन्द ब्यबस्थापन : तराइ र पुर्बी पहाडमा केही बर्ष देखी हत्या र हिन्सा जारी छ । साना र ठुला गरी दर्जनौ हतियारधारी संगठनहरुले नेपाललाई क्रिडास्थल बनाएका छन् । तराइमा पहाडे मुलका र पुर्बी नेपालमा इतर जनजातीहरुलाई सताउने, हत्या गर्ने र अपहरण गर्ने कृयाकलाप जारी छन् । सामाजिक र राजनीतिक मुद्दा उठाउदै बिद्रोहमा उठेको माओवादी पार्टी सरकारमा आएपछी त्यस्तै उद्देश्य वा माग राख्दै बिद्रोहमा उत्रेका संगठनहरु सँग बार्ता र सम्बादको माध्यमबाट तत्काल समाधान खोजिने आशा गरिएको थियो । तर त्यस्मा पनि अनौपचारिक बार्ता भएको र छिट्टै बार्ता भई समस्या समाधान हुने झिनो आशाको त्यान्द्रो बाहेक केही उत्साहजनक खबर छैन । त्यस बाहेक राजनीतिक आबरणमा आतंक श्रीजना गर्ने तत्वहरु बिरुद्धको सुरक्षा कारबाही सिथिल छ । यो सय दिनमा द्वन्द ब्यबस्थापनमा पनि खासै उत्साहप्रद रुपमा सरकारले सफलता हासिल गरेन फल्स्वरुप जनता निरास हुन थालेका छन् जुन् नयाँ सरकारको लागि चुनौती हो । प्रणाली (सिस्टम) मा सुधार : जब सम्म देशमा सिस्टम बस्दैन तबसम्म सरकार जती सकृय रुपमा लागे पनि काम लाग्दैन । सरकारी काम काजमा त्यस्तै निस्चित प्रणाली बिकास गर्नु पर्छ जस्ले ब्यक्ती अनुसार फरक काम वा निर्णय नहोउन् । त्यस्पछी मात्र जुन सरकार आएपनी आम जनतालाई दिइने सेवा सुबिधामा खलल पुग्दैन र जनताले आफ्नो अधिकार निर्बाध उपभोग गर्न पाउछन् । अहिले नेपालमा कुनै यस्तो क्षेत्र छैन जस्मा सन्तोष लिन सकियोस् । यस्तो कुनै क्षेत्र छैन जुन राम्रो सँग चलेको होस् । शिक्षा, स्वास्थ्य जस्ता आधारभुत सेवा प्रदान गर्ने क्षेत्र पनि अस्तब्यस्त छन् । सरकारी कार्यालयहरुमा पुरानै तरिकाले सेवा प्रदान गरिन्छ । एक्काइसौ सताब्दिमा प्रबेश गरे पनि नेपालका सरकारी कार्यालयहरु कागज र मसिकै भरमा चलेका छन् । जताततै दण्डहिनता ब्याप्त छ । जायज नाजायज माग पुरा गर्न बन्द हड्ताल जस्ता अन्तिम अस्त्रहरु सुरुमै प्रयोग हुनु सामान्य नै हो अहिले नेपालमा । जबर्जस्ती माग पुरा गर्न वाध्य पार्ने तरिका अपनाइएपछी सरकार हुदो नहुदो सम्झौता गर्छ तर कार्यन्वयन कहिले पनि भएको पाइन्न । आफ्नो मर्का सरकारी निकायमा राखेमा समाधान हुन्छ भन्ने अवस्था श्रीजना नभएसम्म यस्ता कृयाकलापहरु जारी नै रहन्छन् । अनुशासनहिनता अन्त्य गर्न पनि सरकार र त्यस्मा सङ्लग्न दलका कार्यकर्ताहरु अनुशासित हुन जरुरी छ । सत्तासिन दलकै कार्यकर्ताहरुले कानुन पालना गरेनन् भने र मन्परी गर्न थाले भने जनतालाई लगाम लगाउने नैतीक आधार रहन्न । त्यस्तो अवस्थामा कुनै नियम र कानुन लागु गर्ने सरकारी चाहना दिबास्वप्न हुन जान्छ । सरकारको सय दिनमा यो दिशामा पनि निराशानै हात लाग्यो भन्दा पूर्बाग्रह भन्न मिल्दैन । ४) आर्थिक सुधार : पि एच डि पास गरेका सिविल ईन्जिनियर डाक्टर बाबुराम भट्टराई अर्थ मन्त्री बनेपछी धेरैले केही हुन्छ कि भन्ने आशा राखेका थिए र छन् । हालै उनले प्रस्तुत गरेको बजेट महत्वाकङ्क्षी रहेको भन्ने अर्थ बिद्हरुको टिप्पणी रह्यो । त्यस्ले राखेको लक्ष्य पुरा भयो भने त शायद राम्रै होला तर त्यस्को कार्यन्वयन को लागि कुनै सन्यन्त्र निर्माण गरिएको छैन । बिना सन्यन्त्र लक्ष्य अनुसारको राजस्व असुली र त्यस्को उचित ठाउमा बुद्धिमानी पूर्वक सदुपयोग होला भन्ने आशा गर्नु ब्यर्थ हो । पुराना सरकारको पालामा जस्तै बिकास बजेट अन्तिम महिनामा झ्वाम पार्न अस्तब्यस्त तरिकाले खर्च गर्नु पर्ने हुन्छ । साथै आर्थिक बिकासको लागि बजारको ठुलो भूमिका हुन्छ । तर बजार अती अब्यबस्थित छ । कर प्रणाली अबज्ञानीक र झण्झटिलो छ । बजारमा उपभोग्ताको कुनै भूमिका छैन । मुल्य ब्रिद्धी वा समायोजन निस्चित समुहको नियन्त्रणमा छ । बजारमा मुल्य बढे पछी कहिल्यै पनि घट्ने गर्दैन । उपभोग्ताको अधिकार कुण्ठित छ । काला बजार र महङगी नियन्त्रण बाहिर छ । नयाँ सरकार बने पछी केही आर्थिक राहत प्राप्त होला भन्ने आशा गरेका जनताले केही पनि पाएनन् । त्यस्को फल्स्वरुप आम जनताको लागि काग्लाई बेला पाके जस्तै भएको छ । अन्त्यमा :माओवादी सरकारको बिकल्प खोज्ने बेला भइसकेको छैन । लोकतन्त्र र कानुनी राज्यको आफ्नो प्रतिबद्दतालाई तत्कालिन रणनितीको रुपमा व्याख्या केही माओवादी नेताहरुबाट गरिएको सन्दर्भमा केही सङ्का उब्जेका छन् । शान्ती पूर्ण रुपमा देश चलाऊछौ र बनाउछौ भनेर माओवादीलाई सत्ता दिएका हुन् जनताले भन्ने कुरा माओवादी नेताहरुले भुल्नु हुन्न । अहिलेको दुनियाँ स्वतन्त्रता र मानब अधिकार चाहन्छ । कुनै खाले तानाशाह वा अधिनायकबाद नेपाली जनतालाई पनि स्विकार्य हुन सक्दैन । सबैले बाँच्न पाउने र सबैले समान अबसर सहित गास बास र कपासको ग्यारेन्टी गर्ने दिशामा काम गरे नेपाली जनताले माओवादीलाई नै स्विकार गर्न नसक्ने कुरै छैन । प्रजातन्त्रको नाममा बदमासी गर्दै प्रजातन्त्रकै बदनाम गर्ने हरुलाई फेरी कुर्लने मौका नदिने हो भने माओवादीले सर्ब स्विकार्य लोकतान्त्रिक मुल्य र मान्यतालाई स्विकार गर्नै पर्छ । सत्तमा पुगेर पनि उही पुरानै ज्यादती दोहोर्याउने र काम भने ढलेको सिन्को ठाडो नपार्ने हो भने अरुले जस्तै जनताबाट तिरस्क्रित हुने दिन गन्दै बसे हुन्छ माओवादी ले पनि । १०० दिन भित्र भए गरेका कामका कमजोरीलाई सच्याउदै यो सरकार अघी बढोस् मेरो शुभकामना ।
